Crash on startup
When I open the game it crashes in 1 sec , my phone is iphone 4s with 6.1.3 iOS

I'm not entirely sure, but I believe this has to do with your iOS very being so far behind. Can you update it? I have an iPhone 4S running iOS 8 quite well and Happy Wheels works pretty good on it. The other option to try is to delete and re-install Happy Wheels, but I don't think this will necessarily work and you will lose all progress.

I know I need to update but some people claim that phone will work slower

Yeah, I've heard that as well, but when I test on my 4S, I find the speed to be pretty good considering the device is now about 4 years old. I personally find the updates are worth it for the features.
